Background & Policy Context
🏛️ Ministerial Initiative - Federal Ministry of Housing & Urban Development
NOHTF was championed by Engr. Muttaqha Rabe Darma, Minister of Housing & Urban Development, who announced the framework at the BusinessDay Abuja Real Estate Conference 2026. The policy introduces mandatory escrow protection as part of the National Housing and Built Environment Regulation Policy, currently being shaped for presentation to the Federal Executive Council (FEC).
For many Nigerians, buying an off-plan home has historically been a gamble. Prospective homeowners have paid substantial deposits for properties that were never completed, delivered years behind schedule, or failed to meet promised standards - with little legal recourse.
The Federal Government is changing this through the National Housing and Built Environment Regulation Policy, which introduces mandatory escrow protection for all off-plan housing transactions in Nigeria.
NOHTF is the digital implementation of this policy - a government-monitored platform that brings Nigeria in line with mature off-plan markets globally: Dubai's Law No. 8 of 2007, India's RERA 2016, and Malaysia's prescribed payment schedules.
